According to the 2025 Global Startup Ecosystem Analysis Report by StartupBlink, Seoul entered the global top 20 city rankings for the first time. Five additional Korean citiesβUlsan, Jeju, Gangneung, Pohang, and Cheongjuβalso made their debut in the rankings, demonstrating that government policies aimed at fostering unicorn companies and developing Korea’s startup ecosystem are yielding results.
Β
However, government support alone has limitations in Korea’s highly competitive startup market. Entrepreneurs need systematic efforts grounded in entrepreneurial spirit to succeed. Given that many JustCo Korea members are aspiring entrepreneurs or have recently launched their businesses, today we’ll share the core principles that guide entrepreneurs toward success.
There’s something entrepreneurs must have first. It’s the right mindset and the execution power to sustain it. Keep the following three core concepts in mind as you nurture your entrepreneurial dreams.
Β
Innovation represents the effort to identify new opportunities in highly competitive environments and serves as a strategic cornerstone for entrepreneurs. It becomes a crucial means of securing competitive advantage through continuous technology development and improvement.
Β
Β
Entrepreneurs typically demonstrate higher risk tolerance than traditional employees. Risk-taking entrepreneurs view disappointing business outcomes as learning experiences through entrepreneurial ventures and embrace them as opportunities for renewed challenges. They boldly pursue new business opportunities even when success isn’t guaranteed.
Β
Β
Proactiveness involves insights into competition and awareness of change, aiming to play a leadership role in industries while actively competing against rivals to gain advantages. This plays a particularly important role in leading businesses with future-oriented and competition-focused perspectives when introducing new products in emerging markets.
Β
Entrepreneurial spirit serves as the core driving force that guides entrepreneurs from company establishment through sustainable business maintenance and growth. Properly implementing entrepreneurial spirit brings positive long-term business results. But when quantified, where do Korean entrepreneurs stand in terms of entrepreneurial spirit?
Unlike the past when the risks of failure were heavily emphasized, recent entrepreneurship perception surveys show positive responses regarding challenges and future possibilities. The change in perception among domestic entrepreneurs is particularly evident.
Β
According to the “2024 Global Entrepreneurship Monitor (GEM) Results” published by the Global Entrepreneurship Research Association (GERA), Korea’s 2024 entrepreneurship index scored 6.0 out of 10, ranking 6th among 56 countries. Following 9th place in 2022 and 8th place in 2023, this continuous upward trend in Korean entrepreneurial spirit demonstrates changing perceptions among our nation’s entrepreneurs.
Β
Among various evaluation criteria, the most notable aspects relate to failure and entrepreneurial motivation. Only 29.2% of respondents indicated they had “fear of startup failure,” while 10.2% cited “changing the world” as their entrepreneurial motivationβa 6.4% increase from the previous year. Korean entrepreneurs show decreasing fear of failure while strengthening their pursuit of social value.
Β
Compared to the past when wealth and success were primary goals for Korean entrepreneurs, today’s entrepreneurs are starting businesses with more socially sound and sustainable mindsets. This shift represents the culmination of efforts by individual entrepreneurs, government, and society, pointing toward a desirable direction for Korea’s entrepreneurial ecosystem.
Many people are considering transitioning from employees to entrepreneurs. However, for a successful business, you must first assess whether you have sufficient entrepreneurial capabilities and how to strengthen any deficiencies.
Β
Β
The “Entrepreneurial Core Competency Assessment” provided by YEEP, an online entrepreneurial experience education platform, offers a tool for both youth and adults to self-assess their entrepreneurial capabilities. Through measured entrepreneurial spirit across four core competency groups and 12 core competencies, individuals can objectively evaluate their entrepreneurial capability levels.
Β
After identifying entrepreneurial capability levels, strengths, and areas needing improvement through assessment, it’s time to prepare for real-world application. Korea operates various government and corporate-led entrepreneurial education programs. Notably, the Korea Institute of Startup & Entrepreneurship Development’s “Startup Edu” website provides systematic services supporting the success of prospective entrepreneurs and entrepreneurs from preparation through realization.
Since government support programs have limited budgets, wise entrepreneurs should develop strategies tailored to their business characteristics when applying. Check out three representative government support programs and apply for the one that suits you.
This government program supports prospective entrepreneurs with innovative technologies and business models. It’s essential to verify that only those who have not registered as businesses or established corporations as of the announcement date can apply. Through the Pre-startup Package, aspiring entrepreneurs can receive up to 100 million won in funding for prototype development and intellectual property acquisition. Prepare for future Pre-startup Package programs by referencing the 2025 recruitment announcement.
This comprehensive support program operated by the government provides systematic support for youth entrepreneurship. Beyond simple education or funding support, it provides the entire entrepreneurship process to young entrepreneurs, including space, mentoring, and investment connections. This practical government program targets youth under 39 years old, supporting prospective entrepreneurs or early-stage entrepreneurs within three years of startup. Detailed information is available through the Youth Startup Academy 2025 15th cohort recruitment announcement.
The government provides funding to enable companies with high potential technology capabilities but no revenue due to their early startup stage to proceed from prototype development to market validation. Based on the 2025 announcement, only small and medium enterprises with less than seven years of business history, revenue under 2 billion won, and first-time participation in SME R&D programs can apply. This support program can be actively utilized by entrepreneurs in technology industry sectors that require significant time and investment for commercialization.
Given startup characteristics involving frequent team composition changes, coworking solutions that allow flexible space adjustments are more suitable than long-term lease agreements.
